
On November 4, the International Talent Co-founder Program (ITCP) held its official launch event at the Beijing (Wangjing) Overseas Students Pioneer Park in Chaoyang District. Through a series of coordinated initiatives—including the implementation of dedicated programs, alliance establishment, base co-construction, and service upgrades—the district aims to build an integrated one-stop empowerment system combining six key elements: policy, space, capital, industry, platform, and resources.
Over a hundred participants—including municipal and district leaders, representatives from universities, foreign entrepreneurs, industry experts, and corporate executives—attended the event, witnessing Chaoyang’s continued commitment to supporting global innovation and entrepreneurship.
Leaders’ Remarks: Welcoming Global Talent to Thrive in Beijing
During the ceremony, city and district leaders, along with university representatives, delivered speeches emphasizing the importance of international collaboration in innovation.He Yongjiang, Deputy Director of the Beijing Talent Work Bureau, stated that “Beijing has always welcomed talent from around the world and sincerely invites international professionals to innovate and start businesses here, contributing to the city’s high-level talent ecosystem.”
Wen Jun, Vice President of the University of International Business and Economics (UIBE), noted that the university will “leverage its strengths in international education and talent cultivation to deepen collaboration with Chaoyang District and better support foreign entrepreneurs.”
Li Xiang, Deputy Head of the Chaoyang District Party Committee Organization Department and Director of the District Bureau of Talent Work, encouraged global innovators to “take root in Chaoyang, a fertile ground for entrepreneurship, and contribute to regional innovation with an international perspective.”
Program Introduction: Strengthening Support for International Entrepreneurs
Following the screening of the “ITCP Introduction” video, officials from the Beijing Municipal Public Security Bureau Entry-Exit Administration, the Municipal Market Regulation Bureau, the Municipal Data and Services Bureau, the Beijing Overseas Scholars Center, and Chaoyang District—along with university representatives—jointly launched the International Talent Co-founder Program.
The initiative integrates key innovation and entrepreneurship resources across the district to address common challenges faced by foreign entrepreneurs, such as navigating local policies and accessing resources, marking a new milestone in Chaoyang’s comprehensive support for international startups.
Co-Building Talent Bases: Connecting “Study in China” to “Start in China”
Representatives from UIBE, Communication University of China, Central Academy of Fine Arts, and Beijing University of Technology joined district leaders in co-establishing the International Entrepreneurship Talent Development Base.Jointly developed by Chaoyang District, universities, and innovation parks, the base focuses on identifying and cultivating high-quality international entrepreneurial talent, creating a seamless pathway from studying in China to starting a business in China.
Startup Alliance Launched: Building a Global Innovation Community
The event also witnessed the formation of the Startup Alliance (SA) for international entrepreneurs. Led by Mr. Mahe, a high-level “Phoenix Program” talent and the alliance’s Secretary-General, the SA upholds the vision of “gathering global entrepreneurial minds to build a shared innovation community.”
The alliance brings together successful foreign entrepreneurs from countries including France and Germany as mentors, offering guidance and peer support to international founders.Under the coordination of municipal departments, the Chaoyang Market Regulation Bureau, Government Services Bureau, and Tax Bureau jointly introduced the “100 FAQs for Foreign Entrepreneurs in China”, designed to bridge information gaps and offer clear policy guidance for international startups.
Upgraded One-Stop Service Platform: Expanding Support for Global Talent
At the event, the District Bureau of Talent Work announced the upgrade of Chaoyang’s One-Stop Service Platform for International Talent.The updated platform integrates resources from leading enterprises such as DeHeng Law Offices and Lianjia, optimizing service functions and expanding offerings to include legal consultation, housing benefits, employment and entrepreneurship support, and lifestyle services—further enhancing Chaoyang’s international business environment and competitiveness.
Startup “Service Packages”: Practical Support for Startup
Representatives from the District Market Regulation Bureau, Tax Bureau, and local subdistricts presented “Entrepreneurship Service Packages” to newly established international startups under the “Chaoyang Youth Innovation 15 Measures.”
Each package includes office space support, policy consultation, and investment matchmaking to help startups accelerate growth.One entrepreneur, Neymur, shared:

Policy Interpretation and Networking: Addressing Real Startup Needs
After the main ceremony, representatives from the Entry-Exit Administration, Talent Bureau, and Market Regulation Bureau hosted a policy interpretation session, offering hands-on explanations of issues that foreign entrepreneurs care about most.During the open networking session, participants visited dedicated policy and park consultation booths, held in-depth discussions on collaboration and resource matching, and reached multiple cooperation intentions.
Looking Ahead: Building a Global Hub for Innovation
Moving forward, Chaoyang District will continue to advance the International Talent Co-founder Program, strengthen the Startup Alliance, and upgrade talent services—with the goal of building a model project for international innovation and entrepreneurship.
Chaoyang aims to become a preferred destination for global talent, contributing “Chaoyang Power” to Beijing’s development as a world-class talent hub.
